The final report of the survey, conducted by Public Sector Consultants (PSC), was completed this week and provided to FLTF. Since this is occurring right before the Gladwin and Midland County meeting to consider the approval of the assessment roll, FLTF has provided it for comparison. The comparison includes a chart on the distribution of assessments by front and backlot based on the assessment roll, and Question #13 from the 2022 PSC survey on the participants’ willingness to pay. In 2021, the Four Lakes Task Force (FLTF) hired Public Sector Consultants (PSC) to survey all property owners within the Four Lakes Special Assessment District (SAD) to understand property owners’ dam-related preferences and concerns as well as their willingness to pay for an assessment to rebuild the dams and restore the lakes. In 2022, the FLTF asked PSC to conduct a follow-up survey of Four Lakes SAD property owners to determine whether opinions and sentiments had changed. This effort was especially important because the state committed $200 million toward rebuilding the dams, significantly reducing any potential capital assessment. Since that survey, the FLTF provided additional information to property owners on potential operating assessments and continued a robust communication campaign.
