Restoring the dams so the lake communities can enjoy the water long into the future

Special assessment prepayments due july 1, 2025

Property owners have the option to prepay all or a portion of their total Capital Assessment to avoid/reduce interest charges. Property owners are not required to prepay.​ For more information about the prepayments, click the button below.

What are my Capital Assessment Prepayment Options?

With questions surrounding the prepayment, FLTF wanted to communicate the options. Property owners have a legal right to payoff their assessment at any time. You are not required to prepay
  1. If a property owner chooses not to pay off the assessment before July 1, they will be charged on an annual basis. It is expected most property owners will choose this option. 
  2. If a property owner can pay off the entire amount of their assessment by July 1, 2025, they will not receive any interest charge for the winter 2025 tax bill or future years.
  3. If a property owner pays at least 37% of their Capital Assessment by July 1, they will not owe any interest until June 1, 2026. 
The second bond issuance is anticipated for summer 2026. Property owners may pay off the rest of their Capital Assessment at that time to avoid future interest or may pay annual payments and interest charges for the remainder owed.

Interest Rate Secured
6/4/2025
To fund the Four Lakes Dams and Lakes Restoration projects through the middle of 2026, FLTF secured an $80 million bond at a 4.94% net interest rate over the term of the bond issue. This is the first series of bonds to be issued. ​The Capital Special Assessment will appear on your winter 2025 tax bill and will include 5.94% interest. The additional one percent is legally allowed to be added to cover the deficit created from property owners paying off the assessment during the term of the bond.

Literature Review of Lake Level Property Value - Report Summary:
6/3/2025
FLTF engaged Public Sector Consultants (PSC) to conduct a literature review of research that has been done on how lakes can affect property values. Their report looked at studies that primarily relied on hedonic analysis. Hedonic analysis is a statistical method used to estimate the value of a good or service by analyzing how its individual characteristics contribute to its overall price.
