In 2022, Four Lakes Task Force initiated a survey of the Four Lakes Special Assessment District property owners. The 2022 survey was sent out in April, shortly after news of the $200 million state grant. It was conducted by Public Sector Consultants (PSC), an independent, nonpartisan company based in Lansing. The 2022 survey is similar to the survey completed by PSC in 2021.
A few key takeaways from the PSC report: In advance of the July 12 meeting with the Gladwin and Midland County Boards of Commissioners, FLTF has updated its flyer related to funding and financing to incorporate changes to the Assessment Roll up to the June 29th Hearing.
Today, July 8, there has been confusion about a media report related to the at-large assessment of Four Lakes Task Force to Gladwin and Midland counties. The governing bodies of each of these entities wishes to clear up several misconceptions related to the at-large assessment.
In December 2021, Four Lakes Task Force initiated communications and public dialogue related to the Special Assessment for Operations and Maintenance. This included webinars, emails, news flashes and two first-class mailings. Throughout this process, public input, comments and concerns were accepted. In addition, four public information meetings, called Preliminary Days of Review, were conducted in February 2022 and April 2022. Property owners were provided an opportunity to meet and discuss their property with members of FLTF and its consultant Spicer Group.
The Four Lakes Task Force Board of Directors will hold a public hearing to review the Operations and Maintenance Assessment roll on June 29, 2022, at Meridian High School Auditorium, 3303 N. Meridian Rd., Sanford. The hearing will be from 9 a.m. to 12 p.m. and 1 p.m. to 3:30 p.m. A board meeting will follow the hearing at 4:30 p.m.
FLTF has posted the estimated Special Assessment roll, which lists all properties, owners and information about the property and the allocation of the computation of costs in the Special Assessment District. It is current as of June 15. This is the roll that will be submitted at the Day of Hearing June 29, along with the updates to the estimates based on input received until 5:00 pm on June 28th, and any recommendations of updates to the roll based on input since June 15. FLTF will either approve or change the roles based on input received in the hearing.

FLTF recently prepared a document that describes in detail the planning and calculations that were used to determine the Operations and Maintenance Assessment amount. This document takes a long-term view of the assessment, beyond the first three years.
